About the PVA

Allen Patrick Darnell, also known as Pat, is a lifelong resident of Harrison County.  He is the son of Henry D. Darnell Jr. and Elizabeth Thomas Darnell.  Pat is married to Kimberly Smiley Darnell; and they have two children.  Emma attends Kentucky Welsleyan College in Owensboro, Kentucky and Will attends Transylvania University in Lexington, KY.

 

Pat graduated from Harrison County High School and attended the University of Kentucky where he received a Bachelor Degree in Engineering.  He is a registered Civil Engineer and Land Surveyor in the state of Kentucky.  After a brief period with the Natural Resource and Conservation Service, Pat worked for Baldwin Engineering, Inc. in Winchester for eight years.  Thereafter, he began a private engineering and surveying practice that served central Kentucky counties. 

Pat is a member of Indian Creek Christian Church and serves on the board of directors at Harrison Memorial Hospital.  He is a past president of the board of directors for Harrison County Farm Bureau.  Pat and his family reside on the family farm off Old Lair Road.

Valuation Staff

Subject to the direction, instruction, and supervision of The Dept. of Revenue, the Property Valuation Administrator must make the assessment of all property in the county, prepare property records, and perform other duties relating to assessment as may be described by law or by the Dept. of Revenue. (KRS 132.420) 

The Harrison County PVA is a locally-elected official charged with assessing all property, both real and personal, that lies within Harrison County.  

There are some exceptions, such as public service companies, bank shares, tangible properties, and vehicles; these values are set by the Kentucky Revenue Cabinet in Frankfort.
